Default Razah - flagged per account or character?

If you want to get Razah for each of your PvE characters, do you have to obtain the gemstones and pay on each toon, or is it a once-only thing? I'm considering whether to spend the ~100k on the gems now, and if I have to spennd 300-400k it's not going to be worth it.

(I've already unlocked Razah via faction.)

i think that the guys take your gems and u need to get new gems for each char

It counts per Character, so you will have to do it for each character.

I'd hold off on paying the exhorbitant price for unlocking Razah for pve. Gaile has stated they are working on a more fair way. However this comes with a warning: Gaile leaves a trail of many broken promises

Everything in software development is "we are working on it" I don't think anyone has made a concrete promise ever and if they did more than likely they didn't deliver.
